Generally speaking i am not in favor of outlawing basic rights. However, in this case, I would say we are BEHIND the curve in getting this law on the books. It would certainly remind us of our mothers' advice to always wear clean panties. BOTTOM line, such behavior deserves more than a slap on the wrist - while it may seem a bit CHEEKY, you have my support.
This would be a law that I am behind all the way to the spank. They would have to give a spank for all the panties they find as well as one for each cheek.
