For me, it ended up being fan service in anime. The first time I remember is from an anime called Blue Seed. For the first part of the series, the main character always had a panty shot in each episode. There was even an episode where someone wrote an algorithm to guess the panties she was wearing each day. After that, I remember you could get an occasional panty shot while watching sailor moon.
